Luís Mah

Luís Mah is a lecturer in Development Studies at ISCTE-University Institute of Lisbon in Portugal. His research work focuses on the geoeconomics of global development aid with a particular interest in the European Union Global Gateway Initiative.


He has over 20 years of experience working on advocacy and campaigning with civil society actors and is the co-creator of Oficina Global, a research initiative aimed at helping global development-centred civil society actors to navigate the turbulent and challenging transformation of the global order. His previous roles include leading the United Nations Millennium Campaign (UNMC) in Portugal.


Luís holds a PhD in Development Studies from LSE and an MA in Political Science and International Relations from Yonsei University. His publications include African agency in geopolitical times: playing with EU and Chinese ontological security , Financializations of Development: Global Games and Local Experimentsand Navigating change in international development using innovation: the case of national NGO platforms in Brazil and the Netherlands
